When to use the SVJ assembly template

Use it for the assembly (shromáždění) of a Czech owners’ association, SVJ (společenství vlastníků jednotek); it also suits a housing cooperative meeting. Unlike an ordinary meeting, votes go by share: each owner has votes in proportion to their share in the common parts of the building, and the assembly can decide only when owners holding a majority of all votes are present (§ 1206 of the Czech Civil Code).

The template has four sections: Opening and quorum (who convened it, the chair, the clerk, the verifier, the share of votes present), Votes as a table with one row per proposed resolution, failed ones included, Building and repairs with contractors, costs and the repair fund balance, and Owners’ questions with the answers.

MinutesMaster records the votes exactly as they were stated — as percentages of the votes or as counts — and leaves empty what wasn’t said. The minutes can be written in Czech or in English. This is not legal advice: the Civil Code and your SVJ’s articles (stanovy) set the rules.

Owners’ questions and the answers from the committee or the building manager, with the name of the owner asking when it was said.

In every set of minutes

Whichever template you pick, MinutesMaster also writes these fields:

  • Overview — one to three sentences on what the meeting was about and what came out of it.
  • Summary — the discussion condensed into a short read for people who weren’t there.
  • Participants — every speaker, with their name and role when it was said in the meeting.
  • Agenda — the topics actually discussed, in order.
  • Decisions — only what was explicitly agreed or adopted, kept apart from proposals and opinions.
  • Action items — tasks with an owner, and a due date when one was stated.
  • Next meeting — date, time and agenda points, if they came up.
  • Detailed minutes — a narrative record in paragraphs, with the times of the important moments.

Building and repairs

  • The 1994 lift did not pass its inspection without defects; the service company recommended replacing it by the end of 2027.
  • The committee approached 3 companies; bids: CZK 1,180,000, 1,260,000 and 1,345,000 including VAT.
  • The repair fund held CZK 1,412,000 on 31 October 2026; about CZK 232,000 will remain after the lift replacement.
  • For 2027 the committee proposes repairing the roof above entrance 3; there is no quote yet.

Owners' questions

Q: How long will the lift be out of service? (asked by Hana Kubátová, flat 7)
A: About 6 weeks according to the contractor’s bid; the committee will announce the dates on the notice board and by email at least a month ahead.
Q: Why are contributions going up when the fund holds over a million? (asked by Zdeněk Šťastný, flat 19)
A: The committee chair explained that about CZK 232,000 will remain after the lift replacement, which would not cover the roof repair without the increase.

Next meeting

Spring 2027, exact date to follow in the committee’s invitation — agenda: roof repair above entrance 3.

Illustrative example: an invented meeting. Names, organisations and figures are fictional; the structure is exactly what this template produces.

Tips

Tips for SVJ assembly minutes

The minutes are what the committee, the building manager and absent owners rely on. Worth getting these right.

  • Quorum by ownership share

The assembly decides when owners holding a majority of all votes are present, and votes are counted by share in the common parts (§ 1206). Record the share present as a percentage at the start.

  • A result for every resolution

A simple majority of the votes present is enough unless the articles or the law require more. Record for, against and abstaining for proposals that failed too.

  • Who convened, opened and chaired

The minutes should show who convened the meeting and how, who opened it and who chaired it — the Civil Code requires this for associations (§ 254), and it applies to an SVJ by analogy (§ 1221).

  • Repair fund figures exactly

The fund balance, contractors’ bids and new contributions are what owners will ask about. The template keeps them together under Building and repairs.

FAQ

Frequently asked questions

What must the minutes of an SVJ assembly contain?
The Civil Code applies the rules for associations (§ 1221 and § 254): who convened the assembly and how, when it took place, who opened and chaired it, who was elected, which resolutions were adopted and when the minutes were drawn up. The articles often add more.
How soon must the minutes be drawn up?
Within 30 days of the end of the meeting under § 254 of the Civil Code, which applies to an SVJ by analogy. The articles set how the minutes are made available to owners.
When is an SVJ assembly quorate?
When owners holding a majority of all votes are present. Each owner’s votes correspond to their share in the common parts of the building (§ 1206 (1) and (2) of the Civil Code).
What majority does a resolution need?
A majority of the votes of the owners present, unless the articles or the law require more (§ 1206 (2)). That is why the template records the result of every vote.
Can AI write the minutes of an SVJ meeting?
It can write the draft: record the meeting in the MinutesMaster mobile app or upload a file, and the template fills in attendance, votes, repairs and owners’ questions. The clerk checks the draft and the people named in the articles sign it.
Does the template work for a housing cooperative?
Yes, it can be used for a housing cooperative meeting too. Record the votes the way the cooperative’s articles define them.
Can the minutes be in English when the meeting is in Czech?
Yes. Choose English as the minutes language, or translate the finished Czech minutes later — handy for owners who don’t read Czech. The original stays available next to the translation.
