When to use the municipal council template

Use it for sessions of a Czech municipal or town council (zastupitelstvo) under Act No. 128/2000 Coll., on Municipalities. These minutes are a legal record: under § 95 they always state the number of members present, the approved agenda, the course and result of each vote and the resolutions adopted. They are signed by the mayor or deputy mayor and the appointed verifiers, and must be drawn up within 15 days and kept at the municipal office for inspection.

That is why the template has five sections: Opening and quorum (members present and excused, the clerk, the verifiers), Votes and resolutions as a table with one row per vote, failed motions included, Discussion of agenda items, Questions from citizens with the answers given, and Closing with the next session.

MinutesMaster writes this template at detailed length and copies vote counts, amounts, parcel numbers and resolution numbers exactly as they were said; nothing that wasn’t said is added. The minutes come out in Czech for a session held in Czech, or in English if you choose. This is not legal advice: the Act and your council’s rules of procedure (jednací řád) decide.

Structure

The structure of Czech municipal council minutes

Five sections on top of the fields every set of minutes has.

Sections this template adds

  1. 1

    Opening and quorum

    Paragraph

Time of opening, members present out of the total, who is excused, whether the council is quorate, the clerk and the verifiers of the minutes — only as stated in the session.

  2. 2

    Votes and resolutions

    Table

One row per vote, in order, procedural votes and failed motions included. A motion without a resolution number gets a dash; the result is adopted or not adopted.

Columns: Resolution no. · Subject · For · Against · Abstained · Result

  3. 3

    Discussion of agenda items

    List

Per agenda item: who proposed or objected to what, the main arguments and figures.

  4. 4

    Questions from citizens

    Q&A

Questions and suggestions from members of the public, the answer they received, and the name of the person asking when it was said.

  5. 5

    Closing

    Paragraph

Date, time and place of the next session and the closing time — only if they were stated.

In every set of minutes

Whichever template you pick, MinutesMaster also writes these fields:

  • Overview — one to three sentences on what the meeting was about and what came out of it.
  • Summary — the discussion condensed into a short read for people who weren’t there.
  • Participants — every speaker, with their name and role when it was said in the meeting.
  • Agenda — the topics actually discussed, in order.
  • Decisions — only what was explicitly agreed or adopted, kept apart from proposals and opinions.
  • Action items — tasks with an owner, and a due date when one was stated.
  • Next meeting — date, time and agenda points, if they came up.
  • Detailed minutes — a narrative record in paragraphs, with the times of the important moments.

Municipal council session (CZ)YouTube · 125 min · Czech, minutes in English

Minutes of the 6th session of the Vzorová Municipal Council, 18 November 2026

The council approved budget measure No. 4/2026, the sale of parcel No. 512/3 and the contractor for the local road repair; a counter-proposal for a more expensive bid failed.

Tips

Tips for municipal council minutes

These minutes are read by residents, supervisory bodies and sometimes a court. Write them for those readers.

  • Every vote with its numbers

For each motion, record the votes for, against and abstaining and the result. § 95 of the Municipalities Act requires the course and result of the vote, not just the resolutions adopted.

  • Failed motions belong in the minutes

A counter-proposal that failed is part of the course of the vote. The template gives it a row with the result “not adopted” but keeps it out of the resolutions.

  • Count against all members

A valid resolution needs the votes of an absolute majority of all council members (§ 87), not only of those present. On a nine-member council that is always at least 5 votes.

  • Anonymise before publishing online

The minutes must be available for inspection at the municipal office, and many municipalities also post them online. Before publishing on the web, consider which residents’ personal data really has to stay in (GDPR).

FAQ

Frequently asked questions

What must Czech municipal council minutes contain?
Under § 95 of the Municipalities Act: the number of council members present, the approved agenda, the course and result of each vote and the resolutions adopted. The council’s rules of procedure usually add further requirements.
Who signs the minutes of a council session?
The mayor or deputy mayor and the appointed verifiers (§ 95 (1) of the Municipalities Act). Whether the clerk signs as well is usually set by the rules of procedure.
How soon must the minutes be ready?
Within 15 days after the session ends; they are then kept at the municipal office for inspection (§ 95 (2)). Objections by a council member are decided at the next session.
Can AI write council minutes?
It can write the draft: MinutesMaster transcribes the recording, separates the speakers by voice and fills in the votes, resolutions and citizens’ questions. The people who sign the minutes are responsible for them, so review the draft as you would a handwritten one.
Does it work with a recording or a YouTube livestream?
Yes. Paste the YouTube link or upload an audio or video file of up to 2 GB. You can also record the session in the browser or in the mobile app.
How much do the minutes of one session cost?
1 credit covers 30 minutes of recording, so a two-hour session uses 4 credits. New accounts get 5 free credits (2.5 hours); a pack of 10 credits costs €9 and the Pro plan €19 a month for 40 credits.
Can the minutes be written in English?
Yes. Choose English as the minutes language for a session held in Czech, or translate the finished Czech minutes into any of the 38 languages. The Czech original stays available next to the translation.
